NO BRONX MALL: The plan to turn the Kingsbridge Armory into a shopping mall is dead. The city council voted overwhelmingly against the zoning change the Bronx project needed. The main problem was the so-called “living wage” provision. Bronx council members and some local groups insisted the project’s developer require tenants to pay employees $10 an hour with benefits in return for tax breaks. The $310- million project would have been the largest development project in the Bronx since the recession began.
